The town of Villabona, in recent decades, partly because of the lack of a precise urban planning with building of individual batches meeting contingent and specific needs, has deeply changed its character of a residential area with low population density inserted in a rural context.

The presence of important and huge mobility infrastructure, railway line on the North side and the Highway on the South, and a local road network no longer appropriate, the gradual removal of the agriculture, the increase in residential load and lack of services and equipped public areas, determine a general condition for which the Villabona settlement is characterized by a state of isolation from the rest of the territory, almost an enclave that requires a comprehensive and structural reorganization project and urban redevelopment. Main objective of the variant of the planning instrument wants to enhance the existing morphological characteristics in the area, the settlement aspects that make it so special: the low density, the rural character, and at the same time intends to improve the accessibility, reorganizing and adapting the main road on rubber, the bike paths, pedestrian routes, the public transport route. To transform, to quality elements and urban distinction aspects now considered negative, the plan builds its own strategies, starting from the differences that distinguish the Villabona settlement from other nearby villages. The goal is to build a specific identity of the area, based on the exploitation of indigenous issues. A new neighborhood that is not inspired by the garden city principles, but to a more general idea of ​​”park” to enhance its contiguity condition with countryside, where there are still old paths, ditches and irrigation channels . In this sense was adopted the idea of ​​building a protective ring around the built area consists of “environmental redevelopment areas”. They are in continuity with the surrounding countryside, are the natural noise barriers and protection against fine dust from road and rail traffic, and most of these areas is subject to the ban on building ties (LR 27/1993) for the presence of high voltage power lines. In “environmental redevelopment areas” new construction is not allowed, but is allowed farming and has encouraged the planting of new trees. It will be possible build bike paths and shaping the ground, in order to accomplish the natural banks to increase the barrier effect against critical infrastructure present in the north and south of the area. The draft Variant assumes, moreover, the task of transforming a part of territory “frayed”, without its own center and especially without any clear hierarchies and principles, in an urban area. The draft variant proposes six new construction areas one of which is destined to PEEP. In total the new inhabitants foreseen are 515, 148 of which are in the PEEP. The area in which is concentrated the new building is bordered by Via Villabona on three sides and on the fourth by Via degli Olmi. The location, number and size of the areas to be built, consider the absence of constraints in the area and the homogeneity of the landowners in order to encourage partnerships between them, to allow the effective implementation of residential and forecasts of the services connected to them. The sale of 60% of the surface of the areas subject to S.U.A. (Implementation planning instrument) helps meet the previous surface needs to be allocated to service equipment, to green areas for recreation and sport, to the parking areas, which will be carried out by and in the municipal administration expenses.
